Expedite construction works: CM

IT sector to get a facelift in Arunachal

ITANAGAR, Dec 29: Information Technology, Science and Technology is to get a facelift in Arunachal Pradesh as Chief Minister Dorjee Khandu directs the construction agency to expedite the construction of permanent directorate building of IT & Science and Technology in the state capital.

He issued this directive in  an hour long meeting held here in his office chamber with Parliamentary Secretary IT Jomde Kena, Commissioner IT Hage Khoda, Director, Kemo Lollen and Director State remote sensing application centre (SRSAC) Dr. G CH Chennaiah, Joint director T Ronya, and other officers of the department.

Khandu while agreeing with the fact of the importance of IT said “Our state is still in an infant stage and we must come up with suitable and viable schemes to upgrade it and make Arunachal fully loaded at par with other IT advanced states like Karnataka”. He called on the parliamentary secretary and the officers present to shoulder the onus of bringing changes in the IT sector.

Lauding the initiative of Government of India in establishment of Community Information Centres (CICs) in all CD-Blocks, Kena   claimed that the basic motive behind establishing CICs in  block levels have been achieved and  benefited the rural mass to a great extent.

CICs  has helped the region avail the benefits of global connectivity through internet and has also helped the  state governments to plan for IT based citizen-centric applications making govt. services available through the internet service, he further added.

He, however, lamented over the nonfunctional of many CICs in the state due to theft, damage and obsolete technology of the equipments and urged the Chief Minister to impress upon the NEC to whom the department had already submitted the proposal to sanction adequate fund for maintenance of these CICs. Khandu agreed to write to NEC for early allocation of the required fund. While reviewing the national e-governance programme, the chief minister asked the department to conduct a review meeting with all the companies involved under the programme in the later part of January next wherein the private parties should be directed to show the progress reports of the projects undertaken by them through power point presentation.

Commissioner Khoda appraised the chief minister about the project on computerization of Inner Line Permit project for which Government of India had sanctioned Rs. 79 Lacs out of the estimated project cost of Rs. 2.5 Crores and requested him to take up the matter with the appropriate authority. Khandu asked the commissioner to prepare a note for discussion with the Union Minister of State for IT Sachin Pilot during his proposed visit to the state on January 5th next.  PRO to CM

 

AAPSU gets support of civil societies, to stage mass protest against Chinese goods

ITANAGAR, Dec 29: All Arunachal Pradesh Students’ Union (AAPSU) conducted a general consultative meeting at hotel Arun Subansiri today on the Chinese claim over the state of Arunachal Pradesh and the Chakma Hajong issues.

The meeting resolved to stand behind the movement spearheaded by the apex students’ body of the state with regards to the banning of Chinese products in the state and deliberated in length about the Chinese goods that comes under the purview of the union boycott that includes Chinese made Guns and Pistols that are mostly flaunted by high up people in the society.

The meeting also resolved to organize a mass protest involving civil societies of the state after the expiry of time period given by the AAPSU for the disposal of Chinese goods and on the vexed issue of Chakma Hajong.

The house opined that new approach need to be adopted for arriving at a permanent solution, for this the apex students body of the state was authorized for broader consultation involving District students union, community based students union, other civil societies and also various government machineries.

The meeting was attended and addressed by Indigenous Faith and Cultural Society of Arunachal Pradesh, Chemist and Druggist Association of Arunachal Pradesh, Handicapped Welfare Society, Rajiv Gandhi University students union, All Nyishi Students’ Union, Adi Students’ Union and other various organizations and prominent citizens.

Bagra calls for proper sensitization on flagship programmes

Training on Panchayati Raj held

ITANAGAR, Dec 29: Tape Bagra, Commissioner (RD) stressed on proper sensitization on flagship programmes of  ministry of rural development and panchayati raj for better implementation of the schemes.

Addressing as the chief guest of the four days training programme on Panchayati Raj in Arunachal Pradesh for Lekang & Upper Lekang Anchal Samities of Lohit district on Dec 28, Bagra, who is also the president of the Executive Council (EC) SIRD, further observed that  Gaon Burah and Panchayati Raj institutions could chalk out mechanism to act as vigilant body for any of the line department.

Reminding the PR members about their power and function, he said with the gazette notification of the activity mapping, the PR bodies should make the effort for better understanding with the line department.  The Panchayat can ask any of the information from any of the line departments through right to information.

Stressing the need of social and economic empowerment, particularly among women, he said SHG is the best means for the micro saving of the rural people.

Narayan Sahoo, Course Director of the programme advised the Panchayati Raj functionaries for proper utilization of the each installment of the 12th finance Grants for the better result of repairing and rejuvenation of water supply and sanitation activities in Panchayat areas. Major part of the training programme was the mock conduction of Gram Sabha and role play of the different stakeholders of the Panchayati Raj bodies and motivation for the celebration of “years of Gram Sabha” 2009 -10 .

R .N. Dev, Jt B.D.O &  S. N Dayma, Training Expert are also spoke on the occasion. PR leaders, officers and officials from line departments  and Gaon Burhas of the both the Lekang and Upper Lekang Anchal Samities took part in the programme.

 

‘Cancel illegal appointments’

ROING, Dec 29: All Arunachal Pradesh Worker Union (AAPWU) unit of Lower Dibang Valley has urged the authorities concerned to cancel the alleged  illegal appointment  in Roing power division.

The  adhoc appointment  of three persons in D category posts in the  said division is made with complete violation of the recruitment rules depriving the  deserving candidates who have been serving for last 20-30 years, AAPWU  resented.

When contacted, A K Paul EE Power justified that the state government has a RR rules comprising 30% state quota and 70% district quota to fill up the work force in various department in the state. He further said he had to comply with the directives of the higher authority. The union also submitted a memorandum to the SE (EZ) who recently visited at the district for the immediate cancellation of the appointment.

 

Dirang MLA gives priority to education

ITANAGAR, Dec 29: MLA Phurpa Tsering of Dirang emphasized the need of providing education to the children right from primary level.

Interacting with all the teachers of Dirang circle at Govt Higher Secondary School, Dirang on Dec 27 last, Tsering informed that he will give priority to education during his tenure and requested Deputy Commissioner to take proper measure to post subject teachers, wherever required.

Announcing contribution of Rs. one crore for the improvement of building and auditorium of Dirang Govt. Higher Secondary School from SPA fund, he further informed that he will be contributing to the improvement of basic infrastructure of Dirang Govt. Higher Secondary School like library, laboratories, construction of girls hostel, boys hostel and boundary wall of the School, etc., from other sources like NEC.

Participating in the meeting as guest of honour  West Kameng Deputy Commissioner Swati Sharma informed that every necessary step is being taken to ensure posting of teachers from surplus to deficit areas.  She also asked the village education committees (VECs) to meet regularly and come out with genuine ideas for smooth running of school. R. Lendo, Deputy Director of School Education assured the DC and the MLA that he will look into the problems faced by teachers relating to salary, increment, etc.

During the meeting principals, teachers and general public shared their opinions to improve quality of education in Dirang area.

A good number of PRI members, officials  from education  and other departments attended the meeting wherein stress was laid on improving the quality of education in the area.

Later in the day MLA along with DC, Executive Engineer (PWD), Dirang, representative of BRO and other officers visited the proposed site of National Institute of Mountaineering and Adventure Sports. DIPRO

 

NABARD supports REDP at Miao

ITANAGAR, Dec 29: National Bank for Agriculture and Rural Development (NABARD) in its endeavor to expand its outreach to the rural areas of Arunachal Pradesh through promotional and developmental programmes has sanctioned a one-month Rural Entrepreneurship Development Programme (REDP) on Food Processing to Seva Kendra Borduria , a local NGO, at Miao, Under Khagam Community Development Block of Changlang District.

The programme will support 30 selected educated unemployed youth and SHG members from Miao area. Seva Kendra Borduria  will provide escort services to the trainees for setting up units by liaisoning with banks, government departments and other agencies.

REDP at Palin concluded

Meanwhile, NABARD sponsored one-month Entrepreneurship Development Programme (REDP) on Tailoring conducted by a local NGO, Community Learning and Doing Centre (CLDC) at Rakso Village, Palin Kurung Kumey district concluded successfully recently.

Out of the 24 trainees who have undergone training, 18 trainees successfully completed the training and certificates were distributed to them on the valedictory function. Dugi Depung, Anchal Chairperson, CD Block Palin attending the programme as Chief Guest appreciated the CLDC.  Dohu Marta the Guest of Honour exhorted the trainees to set up tailoring units for self employment.

H.K. Baruah, Asst. Manager, NABARD Arunachal also encouraged  the participants to set up tailoring units for self employment which is the main objective of REDP programmes of NABARD. He also said that NABARD will continue to support the local unemployed youth and women through credible NGOs/agencies and requested Banks to extend credit facilities to genuine candidates who completed the EDP training for setting up tailoring units.

Mother’s Home in Mumbai radar

ITANAGAR, Dec 29: The Mother’s Home is once again in focus for its relentless humanitarian and rehabilitation activities. The Ziro based home for the old-aged and deserted women, orphans, destitute and mentally challenged children has been asked to file its detailed activity report by Mumbai based EdelGive Social Honours-2010 to be shortlisted as the official entry from the state for the prestigious honours.

The national awards programme was launched in 2008 with a vision to recognize, promote and support outstanding innovations that are catalyzing positive social change across India.  The award also aims to identify and reward organizations that are innovating to empower women in India. A total amount of rupees thirty lakhs is at stake for the three winners.

The Mother’s Home is a ‘Home Away From Home’ to underprivileged people of Lower Subansiri District. Founded in 2003 by a voluntary organization, the home has been actively involved in reformation and rehabilitation process of sons and daughters of the lesser god. The eco-friendly and innovative self-livelihood techniques of the inmates and the home had drawn personal attentions of present state Governor J.J Singh and former chief minister Gegong Apang, who visited the home and were immensely impressed with its works.

‘It is nice to hear that people sitting in Mumbai have also taken note of the works of the home’, said its founder Talyang Santi, who is often referred as their Mother Teresa by 16 inmates of the home.

 

‘Soul of Si Donyi’ -  a tribute to the priests

ITANAGAR, Dec 29: “The Soul of Si Donyi” a documentary film, directed by Marnia Doyom, was screened at Daporijo circuit house on December 28.

It was a joint effort initiated by Ai-Agam Multipurpose Cooperative Society and Abotani Film Production solely to promote and preserve the aged old cultural heritage. MLA, Daporijo Tapen Siga, Secretary Tagin Cultural Society Tapa Dagiam, senior members of Tagin community and many other dignitaries were present on the occasion. The film was produced for Doordarshan kendra Itanagar

The film showcases the role of Tagin priest in the Si-Donyi festival and highlights the various stages of rituals beliefs and values associated with the Si Donyi festival. To sum up it’s a tribute to the priests for delivering his selfless effort and divine power to mankind since time immemorial.

As a result of massive transition most of the traditional and cultural practices of the tribal community are eventually drifting away. Likewise one such example is the marginalization of priest’s role in the most of the tribal festival in Arunachal Pradesh. But in spite of such tragic changeover Tagin community continues to celebrate its festival as it was celebrated by their forefather.

Speaking on the occasion Tapen Siga said that the film was an eye opener to his community and others.  He also expressed his heartfelt thanks and congratulated the director of the film for promoting their culture and promised to extend his support and cooperation in the development of such noble causes in near future.

According to. Marnia Doyom (Director) the screening of the film was the best possible way to convey his warm greetings to the Tagin brothers and sisters for the oncoming Si –Donyi Festival.

 

RGU team conducts conservation workshop

ITANAGAR, Dec 29: Dr. Gibji Nimachow, Assistant Professor, Geography, Rajiv Gandhi University (RGU) and Dr. J.S. Rawat, Project Fellow accompanied by Dr. Dhruba Sharma, Scholar Life Science, RGU, conducted a workshop on the conservation and regeneration of the Taxus baccata and Rubia cordifolia in the Domkho, Morshing and Tsanglen areas under Kalaktang circle of West Kameng district during  Dec 21 to 23.

Taxus baccata is the source of Taxol which is used in the treatment of breast cancer, ovarian cancer, kaposi’s sarcoma (an AIDS related cancer), etc. It also has the properties of anti-angiogenesis for coating of stents, curing alzheimers, multiple-sclerosis and polycystic kidney disease. The species is listed critically endangered by World Conservation Monitoring Centre. Northern India, the store house of Taxus, has already registered 90% decline of Taxus population over few decades.

In Arunachal Pradesh its occurrence has been reported under temperate forests of West Kameng, West Siang, Dibang Valleys and Anjaw Districts. However, large scale and rampant extraction of its from West Kameng and other parts of the State during 1990s has pushed this resource to the limits of extinction.

The survey on its present status in the areas like Domkho, Morshing, Tsanglen, Khelang, Phudung, Mandala, Dirang, New Bomdila and Palizi shows that these areas have now been turned into the ‘death valley’ of this important species with only dead remnants of trees and very isolated and rare saplings. The villagers lamenting the present state expressed their ignorance about the significance of the tree which resulted reckless exploitation. Besides, there was complete absence of standard lopping method adopted for sustainable exploitation. The workshop was followed by plantation of the Taxus by the villagers in the premises of Gompas and distribution of pamphlets.

Rubia cordifolia is a common medicinal plant used in the preparation of different formulations in Ayurveda. The dried roots of the plant are sold in the market as Manjith. It has demands in dye and pharmaceutical industries due to its anti-inflammatory, anthelminthic and antioxidant property. In Arunachal Pradesh the plant mostly grows in temperate and secondary forest between 1500 and 3500 m. It has been reported as rare in Arunachal and Darjeeling Himalayan ranges. Therefore, there is need of protecting, conserving and regenerating the depleting population of Taxus and Rubia for sustainable use. The pressure on these vital resources could be minimized through community participation with social and scientific approaches. The active policy intervention supported by spontaneous involvement of all stakeholders is a need of hour.

 

Foundation day

ITANAGAR, Dec 29: Tamin Elite Society celebrated its 11 foundation day at Daporijo on December 27 last.

During the day, the society resolve to inaugurate the foundation stone of the society laid at Liromoba, West Siang District and also to decide to carry out various developmental activities.

 

Moderate quake jolts NE

ITANAGAR: An earthquake with moderate intensity rocked parts of North East India today.

Seismological official informed that the tremor of 5.5 magnitudes hit the region at 1431 hrs. The jolt was felt in Arunachal Pradesh, Assam, Megalaya, Nagaland, Manipur and several states of the NE region.

The sources pointed the epicenter of the quake at the Myanmar-India (Manipur) border, and added that no information regarding the damage of life or property had yet been received.

The Northeastern states which lie in zone five of the seismic map, making them highly susceptible to earthquakes.

 

Partial lunar eclipse to be visible throughout India

Bhopal: A partial lunar eclipse will occur from 0022-0124 hrs on Friday and be visible throughout India.

However, only a very small portion of the Moon will come under the Earth's umbral shadow making it extremely difficult to be viewed with the naked eye, a government release said here today.

The beginning of the umbral phase will be visible from southeastern Australia, some parts of the South and North Pacific Ocean and Solomon Island. The ending of the umbral phase will be visible from some parts of the North and South Atlantic Ocean.

 

Social Service

ITANAGAR: Sangrik Putung Colony Welfare Society (SPCWS), Itanagar conducted social service from December 18 to 28 last.

During the 11 days long social service, the society completed the two kilometer long link road from NH52 GREF Camp, 6 km to Sangrik Putung Colony, Itanagar.

It further appealed the nearby locality of the colony link road to cooperate the society for road connectivity to their respective areas.
